Two suspects targeted for multiple charges as part of new initiative
The Halton Regional Police Service (HRPS) has introduced the “Halton’s Most Wanted” program, aiming to locate and apprehend the region’s most dangerous criminals. By releasing the names, faces, and details of those responsible for some of the area’s most severe crimes, the program will expand its reach to the public, generate investigative leads, and work toward bringing justice to victims and the community.
The initiative begins with two individuals, whose cases are featured in this launch. These high-priority cases will be updated through media releases, social media posts, and the HRPS website.

The public is urged to be vigilant but reminded not to approach these individuals. Instead, follow the instructions below on how to report any information to HRPS or Crime Stoppers.
1. Flannigan (Wanted for Violent Offenses)
Description:
Age: 33
Height: 5’9”
Weight: 170 lbs
Eyes: Brown
Hair: Long brown, possibly in braids
Distinguishing Features: Scruffy beard, tattoos of a skull on both forearms and “ABG” on the side of his neck.
Incident Details:
In the early hours of July 22, 2023, an HRPS officer stopped Flannigan on Plains Road East in Burlington. During the stop, Flannigan violently resisted arrest, injuring the officer with a broken leg before fleeing the scene at high speed. Flannigan remains at large.

2. Raffaele-Giulio Draicchio (Wanted for Auto Theft)
Description:
Age: 26
Height: 5’7”
Weight: 150 lbs
Eyes: Brown
Hair: Brown
Build: Thin
Incident Details:
On February 19, 2024, Draicchio was arrested in Oakville along with three others during an auto theft investigation involving two stolen Toyota 4Runners. Following the arrest, Draicchio was charged with multiple offenses, including possession of stolen property.

Possession of Stolen Property over $5000 (x3)
Possession of a Break-in Instrument
Possession of an Automobile Master Key
Possession of a Device to Obtain Computer Services
Update:
Draicchio was released on bail but failed to appear at his court hearing in May. A Bench Warrant has been issued for his arrest.
